Walking just isn't going to be enough to get your heart rate up to the right zone for adaptation once fitness starts improving. You'll probably find the same with skipping once you've been doing it a while (when you're a beginner your calves are burning and you're blowing out your arse, but it gets easy quick). Maybe if you do the knees up running on the spot style it could work, but then depending on the surface that could be as hard on the knees as running and probably less enjoyable as you're going to be standing in one place vs out in changing scenery. Swimming not being weight bearing is the problem, and it also doesn't translate because while it may produce the right adaptations of the heart, the other adaptations are specific to the tissues involved in the activity (there's more to the aerobic system than just the heart). I can see the stairmaster working but that requires access to one. Shadow boxing with a heart rate monitor could probably work too.
