Unfortunately, it's quite a bit darker than that. To fund stuff like this, they have to resort to Iran/Contra level games. While ISIS was making it's improbable rise, a Syrian national in Boston named Safwan Madarati made an equally improbable rise through the drug business until he was sending a million dollars a week to Dubai. Some was washed and sent to the drug sources for resupply, but huge amounts of it ended up supporting radicals. Eventually, newspapers reported Safwan was arrested at Hanscomb Airfield with 1.8 million bound for Dubai. Hanscomb airfield is pretty much a US military airfield used by Hanscomb Air Force Base and has limited civilian use.
