bro he was referring to NDT in his post which is not a regulated trade and one doesn't have to be a PR to work as a NDT.

If you're looking to get into a trade, you need to be a PR or a Citizen.

All you need is permission to work in Canada, I work with plenty of guys on one or two year visa's who have started apprenticeships.

I can guarantee you every single ticketed persn working in regulated trades is a PR or to work as an apprentice you need both a work visa AND a study visa.

^^These are the only 2 options.
