As per law you must be indentured ASAP otherwise they're using you as cheap labour and you have zero rights. 2 months is too long. You can file a complaint with AIT, if you choose.

When I was hired my boss mentioned something about 3 months before I would be indentured. I did some searching and research and found out, from the apprenticeship office, that there is no waiting period. The next day I handed him the form. Got it back the next day signed.

You're in the big leagues now. No on gives a shit about you. Take action.
