RE: low budget film making
Personal interest of mine, have made a few clips during the early YouTube days for kicks. Thinking of getting back in the game.

From my understanding:

1 - Develop your characters and write the screenplay
2 - Create a storyboard (Your screen play in comic form)
3 - Breakdown the script into all the details
4 - Come up with a production board (Think project management timeline)
5 - Develop a budget - Most Indies can be done under $20K
6 - Releases, Legal and Risk Assessments for scenes
7 - Castings and Team - Find your crew using various websites on this thread
8 - Shooting/Lighting/Audio - Keep summary notes of shots
9 - Editing - Try to do it with Audio; do it with only Audio to see if the message flows
10 - Create a film score and trailer
11 - Develop a website and PR kit
*PR kit contains a synopsis, bios, FAQs and Q&A
12 - Obtain copyrights and submit to various festivals

What gear you should get depends on what sort of films you want to make, but I'm guessing you are thinking narrative? Either way sign up at http://nofilmschool.com/ and download the DSLR film making guide. Its a cracking resource that covers what you need to know about technicals to get started. There is also loads of other great articles on there, its updated regularly. Helps to have a camera to play around with, but you probably know someone with a DSLR that you can borrow. Then as someone else has stated read up as much as you can from other sources.

Would recommend signing up at https://shootingpeople.org if they are present in your location. People post adverts for crew for low budget productions. They are usually not paid (unless you have experience), but is a great way to learn about the process. Go for jobs as a runner or camera assistant as these no not require gear (not actually true for camera assistant, but you can usually get away with it on small productions). Then we you feel ready to have a crack at making something of your own, you can post an add looking for crew for your own project, stating they need gear, which saves you buying/renting.

Also network with film students and actors, they are often on the look out for people to work with.

If you are UK based I have some more resources to share.

I'm British based, part of the time anyway. So if you have any UK resources I'd be delighted if you would like to post them.

My career isn't currently in films. However, I am writing as a sideline and would love to get involved in different forms of film production in the future. It could be short films, even cool promotional videos and stuff too. Lots of different things. Its not really about the money for me, just a fun and challenging thing to do, and hopefully do well.

With new web based viewing platforums, internet marketing etc, I think there can be huge opports for short and full length video and film-makers.

Yep comedy is another big area. One I'd like to explore.
One thing I seem to be ok at is writing or rewriting songs and stuff.
A scaleable thing that impressed me was Epic Rap Battles of History on Youtube.

Comedy is pretty suppressed today in a lot of the mainstream. Perhaps web based viewing means you can say stuff that the Hiltery Clinton types managed to pretty much ban from mainstream TV etc.

Take some people, put them into a room, and have them talk. Or kill each other. Or bang, if you want it.

That's about the cheapest kind of movie there is.

The Ugandans seem to have gotten low budget films down.
