Never mind that past behaviour is indicative of future behaviour & they'll probably end up with the exact same lifestyle they had in their hometown as they would in their new randomly chosen place of residence.
If they don't change themselves (despite the new surrounds) they'll be the same shitty person, simply in a different city.

She can also get into the US as a student. Some shitty college may even give her a free ride because she's Australian.

A few universities would love to have her to make themselves look more international. I went to college in the US and I was the only student in the whole program from Europe. Almost all of the international students were from Asia - they would welcome people from other parts of the world.

I remember after I had finished my GMAT exam in the UK I started getting letters from lower ranked colleges asking me to apply to them. I'm sure they would have helped me out financially, but the problem of going to a low ranked college is that it's harder to find a job afterwards.
