Dallas police said Friday they are seeking a warrant for manslaughter against one of their own after an off-duty officer entered the wrong apartment in her building and killed a man who was inside.

Police Chief Reneé Hall said a blood sample was drawn at her request to test the officer's drug and alcohol levels and "we are in the process of obtaining a warrant based on the circumstances."

She said at a news conference that the Texas Rangers were launching an independent investigation.

Investigators are "working as vigorously and meticulously as we can to ensure the integrity of this case and ensure the integrity of the department is upheld," Hall said. She said the officer, who was off-duty at the time of the shooting, would be identified pending any charges.

Further details surrounding the death of Botham Shem Jean, a 26-year-old native of the Caribbean island of St. Lucia, were not immediately provided. Hall did not say why the officer opened fire and declined to discuss what she may have been doing before she returned home after working a full shift Thursday.

Jean's mother, Allie Jean, who lives in St. Lucia and has been visiting with a daughter this week in Brooklyn, New York, said that she wants to forgive the officer and has a question for her: Why?

"She took away my heart, she took away my soul, she took away everything," she said. "He didn't deserve to die like that."

Dallas police in a statement said that preliminary information suggests the officer involved called 911, and told responding officers that "she entered the victim's apartment believing that it was her own."

The incident began just before 10 p.m. CT (11 p.m. ET) at the South Side Flats, an upscale apartment complex directly south of Dallas' downtown.

During the encounter, the officer was in full uniform and "fired her weapon striking the victim," police said.

Jean was taken to the hospital and died. The Dallas County Medical Examiner later released his identity.

At a news conference early Friday, Dallas police Sgt. Warren Mitchell said they had yet to interview the officer and would not speculate as to whether she mistakenly entered another apartment and believed the man already inside was an intruder.

"We still have a lot to do in this investigation," Mitchell added.

Allie Jean said her son lived in a gated apartment complex and had no reason not to trust anyone who was at his door.

"He's that kind of person," she said.

But she questioned how the situation could have escalated to her son's shooting.

"Somebody has to be crazy not to realize that they walked into the wrong apartment," Allie Jean said. "He's a bachelor. Things are different inside."

"And if you try your key and it doesn't work, that should make you realize you're at the wrong apartment," she added. "Every door for each apartment is also numbered."

Allie Jean said she would speak with her son daily, usually before 10 p.m., but thought he might be out after she didn't hear from him.

She remembered her son, who was nicknamed Bo, as a top student who loved serving as a song leader in church and leading worship.

He attended Harding University, a private Christian institution in Arkansas, and was a member of the Good News Singers and campus ministry.

"I don't think there was a student on campus who didn't know Botham," said Landis Tindell, who knew him as a resident adviser. "He was always friendly, always smiling, and just all around a great person."

After Jean graduated in 2016, he remained in the U.S. with an internship at PricewaterhouseCoopers in Dallas, his mother said. The company said he was an associate in its risk assurance department.

"We were very, very close," Allie Jean added. "We would talk about everything, about politics. Botham loved everyone, and everyone loved him."

His sister, Allisa Charles-Findley, wrote on Facebook that she was thinking about what to get Jean for his 27th birthday later this month, but "now I have to go pick out your casket."

"My brother is my best friend," she told NBC News. "My heart is broken beyond repair."

CORRECTION (Sept. 7, 2018, 3:52 p.m. ET): An earlier version of this article misstated where the mother of the victim was when she was interviewed by phone. Allie Jean was in Brooklyn, New York, not St. Lucia.


I don't see much to analyze or comment about here. A female cop was off-duty and carrying her gun around 10PM. She entered the wrong apartment. That's something a lot of people do when absolutely hammered. They're running an alcohol and drug test. An innocent, educated and churchgoing young man is dead. It sounds like the cops are doing everything they can to see that justice is served. RIP.

She does have, after all, the "pussy pass." Probably not gonna get charged.

She may be a black officer, so that'll (mostly) take the wind out of everyone else's sails. Case closed. Accident.

It's only 10pm and she's still in full uniform. Sometime there are police parties in uniform after shift, but it's still unusual to see anyone that cooked that early.

Very little to go on right now, but I'm thinking manslaughter is less likely than some coldblooded domestic violence homicide. They're in the same building, they're banging, she confronts him on some issue, doesn't like his response and blasts him. Concocts some bizarre accidental shooting story.

I was a cop for many years, these girls shoot at us (and get away with it) with a frequency that would shock the general public.

Her agency isn't even mentioning her bizarre alibi to the press -

I've had a concealed carry permit for years. Whenever I carry, I don't drink. Not one sip. If you're ever in a situation where you draw your weapon, much less shoot, much less KILL someone, your BAC will be called into question. If you have a gun on yourself, and you're woozy, or worse yet, hammered, your reaction time and aim will suck. Even when sober, if you're under attack it is easy enough to miss. Also, if your motor skills are impaired, you can also have your own weapon taken away and used on you. Bottom line, don't drink and carry. Nothing ever comes of it.

It somewhat believable to enter someone else's apartment by accident. But shooting the resident inside? If she wasn't drugged up she would have realized it wasn't her apartment. And why did she shoot him? She has a lot of explaining to do.what is disturbing is how the police are treating this as manslaugter, almost as if they are just reflexively trying to protect their own.

I once met a female geographer (PhD, college professor) who couldn't find her way around a 5k population town. In a two-day visit she got completely lost several times. A sense of direction is not equally distributed across sexes, because in every culture men have always traveled more and farther. But, muh equality.

I disagree. She fucked up on her alibi. If she had immediately claimed an Domestic Violence attack, she would have had a 60/40 chance of beating the case. Going with this obvious insane lie, she destroyed all her credibility on the DV defense.

The apartment she broke into isn't even on the same floor as her place.

Just to give a couple of quick examples of successful DV defenses in police related cases in my area.

Everyone was drunk at a bar for a birthday party. There was a big cake with a full size kitchen knife in it. Another woman was mentioned and in a fit of drunken rage, an off duty female cop grabbed the knife and plunged it into the chest of her boyfriend (also a police officer). Their friends called 911 and claimed he had been mugged nearby. He (very luckily) survived, and it went down as a simple robbery and nobody suffered any sanctions.

Another pair (this one a married couple) lived on their District, so they could go home and have dinner as a family if it was quiet. They got into an argument, he wouldn't listen, so obviously a warning shot was in order. Husband was unhurt, unfortunately the bullet went through the wall and killed their infant son.

She was fired for murder, and faced a jury trial. She turned on the water works, crying about her dead baby and how she had felt threatened by her husband. The DV card for a crying woman in EXTREMELY powerful, and she won a Not Guilty from the court.

Then she sued her police department for her job back (she had been fired for murder, so if she is Not Guilty of the murder then the firing is unlawful). She got her job back, with hundreds of thousands of dollars in back pay.

She claimed the trigger pull on the gun was too light, and that contributed to death of her child. That department was then forced to modify their guns to the highest trigger pull in the country (14lbs or something, don't remember). The weight was so high, it would actually affect accuracy and reaction times. One woman made everyone in her organization slower and less accurate. A lack of accuracy on busy city streets means endangering civilians.

The whole story is actually worse, but you guys wouldn't even believe me if I gave you the whole scoop. And she's still employed today, last I checked.

Next story isn't even a cop, it's from a civilian 911 operator. There is a big room full of 911 operators, so everyone can hear each others business. She was dispatching into the headpiece on her right, but her cellphone was glued to the left side of her face and she spent half the shift screaming at her husband. Hours of it, every day. Sometimes it would be more accurate to say she was taking breaks from haranguing her husband to dispatch cars. Everyone felt really sorry for the guy.

One day the 911 call was from her not to her. She had stabbed him multiple times and killed him. Again, fired for murder. Again, turn on the waterworks at the right times and claim Domestic Violence to get the Not Guilty. Again, gets her job back with back pay. She worked a lot overtime too, so if you lived in her part of the city and you were calling for help against a female abuser, there was a high probability that your call was being taken by a psychotic domestic abuser that had already murdered one victim and gotten away with it. At least her agency did the right thing, and whacked her for petty offenses until they were able to build enough of a jacket to fire her. Murdering a man may not be that serious, but if you can show enough tardiness and abuse of sick time, you can still fire somebody.

Next case is a little different. Officer was in an off duty argument with his girlfriend. He said "Here is my gun, if you really think I'm cheating on you, you can shoot me dead right here. I'm not cheating on you". She talks the gun...and shoots him dead. At trial she stated he tried to take the gun back from her and she feared for her life so she had to kill him. Not Guilty. The Domestic Violence pussy pass is strong enough to get even a cop killer off scott free.
