I take it that the girls' parents have no sway on their daughters' actions? That they are 100% behind these accusations, or their pleas of "Don't do this, it's a terrible idea to lie to get people in trouble" fell on deaf ears?
If the parents are complicit then I blame them every bit as much. If my parents had said "Don't do XYZ" for something like this when I was 13 I would have done exactly as I was told.

Having spent some time around, including a few months in this town, I think that is likely.
Springs is like a lot of poor working class towns where a huge number of the parents are completely brainwashed and credulous. They read stupid parenting crap that's put out by people without kids, actually do believe that their child is completely unique and special and would NEVER lie about anything.
