And bound is the perfect term. These policy officers have their hands tied up so hard that an attacker needs to "cut the rope" first before they can defend themselves and not get punished for it.Their primary job is to collect evidence for the courts, keeping the flow of money going to the government (enforcing policies, such as licensing) and protecting government assets, NOT private assets unless they're related or bleed guv-corp coins..Edit: was this attacker directly or indirectly an "asset"?</blockquote>
