The third world should simple stop reproducing, all the billions and trillions in foreign aid is what is keeping these poor countries reproducing.
Before you try to stop malaria in poor countries, you should make sure they know killing albinos and harvesting their organs to cure illness is not possible.
And that having sex with a virgin does not cure HIV.
There are many things to do before you try to prevent malaria in these countries.
