We are treating the Russians much worse than the Japanese were. We're basically stealing Russian money everywhere and denying their right to use it. Mass theft on such a scale is most certainly an act of war.
I know this is a tired trope, but even the Chews were treated better than this under the Nazi regime, initially. The first round of
Chewish persecutions between 1933-1938 were quite light compared to this: they were allowed to sell their belongings, hop on a ship to Israel, and buy back goods inside of Isreal with whatever credits they earned upon sale in Germany. Was it completely fair? I have no idea, but certainly more fair than not being able to use their money at all. Russians are basically being unpersoned.
In this light, the war against the unvaccinated was just a stress test for the war against Russians. Our governments probably figured, "If we can get our citizens to turn on their own neighbors and family members over something so trivial like a shot, what chance will our foreign adversaries have if we get everyone to turn on them?"
