I hate to say it but your relative is actually lowballing it, currently 60% of the adult population of the UK have received at least one dose of mRNA therapy.
Opinion polls state that 2/3rds to 3/4ths of the population agree with proof of vax certification being introduced in some capacity - however the polling companies are not to be trusted in my opinion.
What is amusing is that the two groups of MPs that oppose this notion are, on the one hand, the few remaining actual conservatives who oppose it on civil liberties grounds and, on the other hand, the far-left who oppose it on the basis that fewer non-whites have taken the shot relative to whites and it would therefore be racist.
It really will be indicative of clown world if we end up somehow managing to block vaccine passports not because of the inherent underlying authoritarianism but instead because it might aggrieve black people and Muslims.
