French opposition unites to end Covid pass​

MPs from the left and right joined forces against France's coronavirus passport system

French lawmakers have voted to end the country's Covid-19 pass, rejecting a provision that would have reinstated the program for those traveling to and from the country after the government's emergency powers expire at the end of the month.

France's lower chamber voted 219-195 on Tuesday to amend a major health bill and remove the passport measure, seeing the right-wing National Rally party unite with populist-left faction La France Insoumise.

The legislation will now make its way to the Senate, where recently elected Prime Minister Elisabeth Borne vowed to "fight so that the spirit of responsibility wins."

"The situation is serious. By joining together to vote against the measures to protect the French against Covid, [the opposition parties] prevent any border control against the virus," she said in a tweet following the vote.

An emergency nationwide health order is set to expire on July 31, at which point the new health bill will take effect. In its present form, the law would only permit the authorities to collect coronavirus test results, but not bar entry to France based on the health or vaccination status of foreign travelers and citizens returning home. In practice, France has greenlit travel from a long list of countries and no longer requires individuals to show such documents, but the pass nonetheless faced intense opposition from MPs.

Similar restrictions on public venues would also be ruled out under the law, though the health pass is currently limited to hospitals and nursing homes.

While the passport provision was firmly rejected, lawmakers did approve another main article of the legislation by 221-187, allowing the government to continue its contact-tracing efforts well into next year.

France's ruling coalition failed to win an absolute majority in June's parliamentary elections, forcing it to rely on the support of opposition parties in order to pass bills in the lower house. A deputy from the center-right Republicans - Sebastien Chenu, who also serves as vice president of the lower chamber - hailed the outcome of Tuesday's vote, arguing the opposition had "done its job."

"We have reinstated our freedom," he said, adding that "the government cannot do everything with a bulldozer like it's been doing for the past five years."

New French government suffers first defeat as lawmakers vote down part of Covid bill​

France's government has suffered its first defeat in parliament after President Emmanuel Macron's ruling party lost its majority in elections last month. After an late night debate, opposition lawmakers rejected a proposal to give the government powers to reinstate a Covid health pass at the borders.

The National Assembly debate on the health bill aimed at combating the coronavirus pandemic began on Monday and lasted well into Tuesday night.

Ruling party MPs spoke of "an atmosphere like a football match" where speakers were routinely shouted down.

The first article of the bill passed the assembly with 221 votes in favour and 187 against.

This allows the government to continue to collect health data on screening tests (SI-DEP device) and vaccinations until 31 January, instead of the 31 March planned in the original version.

Two other remaining articles, on the modalities of a parliamentary follow-up, have been merged into one.

However, opposition deputies of the far-right National Rally (RN), of the right-wing Republicans (LR) and of the left alliance NUPES led by far-left France Unbowed (LFI) went on to reject the second article on border controls, one of the key parts of the bill.

With 219 votes to 195, MPs refused the government the possibility to demand travellers show proof of vaccination or a negative Covid-19 test when entering or leaving France after 1 August when the current state of emergency expires.

A provision allowing the pass to be required for underage travelers had earlier been rejected.

Prime Minister Elisabeth Borne condemned the obstruction and allies sought to stress how the so-called "extremes" - the far-right and hard-left - had teamed up together.

"The hour is serious," Prime Minister Elisabeth Borne said on Twitter. "By coming together to vote against the measures protection of the French against Covid, LFI, the LR and the RN prevent any border control in the face of the virus. Past disbelief on this vote, I will fight so that the spirit of responsibility prevails in the Senate."

France's new Minister of Health, François Braun, said it was a shame that "an alliance of circumstances" led lawmakers to reject one of the key measures of the text, which for him represented "the choice of collective and individual responsibility".

"I will continue to fight, to convince, from this afternoon in the Senate (...) so that these provisions must be defended, (…) to keep protecting the French people," he declared on RTL radio on Wednesday, referring to the fact that the bill still has to be ratified by the Upper House.

"The circumstances oblige the government to listen to opposition parties which at the moment it has a few difficulties in doing," top Republicans MP Olivier Marleix told Sud Radio on Wednesday morning.

The most senior MP in the hard-left LFI party, Mathilde Panot, referred to ruling party MPs as "Playmobils" -- an insult comparing them to inanimate toys.

"Parliament has done its job, the opposition has done its job," RN deputy Sébastien Chenu and vice-president of the Assembly told France Info on Wednesday, celebrating what he described as a "spineless" text.

He also indicated that this victory could pave the way for health workers who refused vaccination to be reintegrated back into their jobs.

In any case, the vote highlighted the political difficulties to which President Emmanuel Macron will face during his second term after losing the absolute majority in the National Assembly during the legislative elections of last month.

The G20 has issued a formal decree promoting vaccine passports as preparation for any future pandemic response in its final communique. Indonesian Health Minister Budi Gunadi Sadikin, speaking on the matter on behalf of the G20 host country, had earlier in the summit called for a "digital health certificate" using WHO standards.

Sadikin advocated for that he dubbed a "digital health certificate" which shows whether a person has been "vaccinated or tested properly" so that only then "you can move around".

From my point of view, it is quite inappropriate to use in the article a tweet with a clip of Jacinda Ardner, who is really quite intrusively unpleasant and proverbial in her cheerfulness when she talking about practically a move towards the imposition of world despotism; in addition, she is a well-known young global leader and so on. And at the same time, this young global leader is an extremely insignificant leader on the global map, which is why her regular noisy presence in alternative media is quite inappropriate, albeit profitable, given her negative popularity.

It is quite different with a truly significant leader like Biden (even though he is only the puppet face of the real power groups). Russian Finance Minister Anton Siluanov backed the creation of the Pandemic Fund, and said the WHO should continue to play a “central role” in maintaining the “global healthcare system.”

A set of international codes are used by the medical industry for billing purposes under Medicare-Medicaid and the private insurance companies, but it’s not just about billing.

These codes are part of the International Classification of Disease (ICD) system set forth by the United Nations World Health Organization and they’re about to get far more invasive.

This system was originally created after World War II for the purpose of tracking the diagnosis of major diseases within a population. But over the years, there have been 11 major revisions, and with each revision the data being collected on each individual has become more precise and all-inclusive. And it’s also become more coercive, to the point where it’s become impossible for doctors to get reimbursed by insurance companies if they don’t upload all the requested data points.

According to an April 2016 article in the American Journal of Neuroradiology, “Across the years, it has become an integral part of the payment infrastructure of the U.S. healthcare system along with the Current Procedural Terminology (CPT) coding system for medical procedures.”

The ICD system really grew into an electronic data-mining beast with the passage by Congress of the Affordable Care Act (Obamacare) in 2012. The digitization of healthcare records was fully implemented with the upgrade to ICD-10 after two congressional delays in 2016.

Since then, there has literally been a numeric code created for almost any diagnosis you can think of, and some you would never think of (Search “crazy ICD-10 codes” and you will see what I’m talking about).

Fast forward now to April 2022. This is when the federal Centers for Medicare and Medicaid (CMS) announced a new code that anyone who is awake and aware of the growing medical tyranny should be concerned about. After some delays, the new code was rolled out in October 2022 and became available to nearly every medical clinic and hospital in January 2023.

What is this new code? It’s Code Number Z28.310. This is the code for a very peculiar “diagnosis” since it’s not a diagnosis at all, but an invasion of privacy and likely to be used against many people in the future. This is the code your doctor will log into the computer system that is accessed by government and private health insurers informing them of your Covid vaccine status.

These are internationally recognized codes for very specific medical conditions for insurance and government purposes. They are accessible worldwide should you be overseas and have a health issue that needs to be treated.

I recently interviewed a fully licensed M.D., a physician who practices in a Midwestern state and has full hospital privileges. This doctor’s name will remain anonymous because if it were to get out, he could end up losing his job. On January 12, he informed me that Code Z28.310 went live in his state.

“Yesterday (January 11) it showed up for the first time in any kind of hospital paperwork I’d seen,” the doctor told me.

If diagnostics aren’t entered properly, a doctor may not get reimbursed. Now that this new code is officially required by government and private insurance providers, doctors will likely now be “incentivized” to ask about your vax status, he said. That means they get financial payouts whenever the government decides there’s a “meaningful use” for this data.

I had no idea that doctors were being bought off in this way.

This system appears to be the way the military-industrial-biomedical complex will identify and separate out those who have submitted to their digital identification system, which starts with being “up to date” on your shots — endless shots. As the late Dr. Zev Zelenko and others have said, these continuous boosters will become a “gateway to transhumanism.”

The powers that be at the United Nations and World Economic Forum have a “need to know” when it comes to those who reject this demonic transitioning of the human race, which the transhumanists refer to as an “upgrade” to “humanity 2.0.”

“I’ve never used this diagnosis code, never would for any patient,” the doctor told me in a follow-up interview this week. “I never even knew it existed until last week.”

He explained that Z28.3 is the diagnostic code for being under-vaccinated generally, but it gets more specific from there.

“It’s non-specific,” the doctor explained. “But with Covid they added the 1 after the 3 (Z28.31), so Covid is the only vaccine they’re specific for. Then they added a second digit if you’re partially vaccinated and didn’t get any of the boosters.”

These codes could continue to get more specific to the point that they also log in codes for why you refuse Big Pharma’s ineffective and unsafe — but very profitable — injections.

The doctor told me he saw one patient’s diagnosis code that was specific for refusing the vaccine due to his schizophrenia.

“A lot of people with schizophrenia are paranoid of shots and different treatments, so his doctors were attributing him (as unvaxxed) on that basis,” the doctor said.

I had an annual checkup today. I saw this thread before I went.

I went in and saw signs saying a mask was needed, like it was still 2022.

Talked to the receptionist for several minutes with no mask. Finally as she finished up with me, she asked me to take a mask.

I took one, and sat down to fill out forms, but didn't put the mask on. After a few minutes, they took me back to the exam room, took my blood pressure, and left me to wait for the doctor.

Doctor came in. Same Dr I've had for three years or so. He knows my situation, wife died and all that. I talked to him for a good 20 minutes about my health issues, never wore the mask.

Went for a blood draw after the Dr visit and finally left. I took a mask when they asked, and had it with me the rest of the time, but never put it on, and it wasn't mentioned.

Covid never came up. They never asked my vaxx status (never vaxxed).

My guess is that they have a policy to let mask resisters go, and not push it. I don't think they are doing the vaxx status thing at all. If they were, they would have had a question on their forms, which they did not.
