Seriously, I don't know how you can watch that without being certain that he's talking about now as future or what they just did as what they plan to do ... again. Amazing.

I wonder if this is part psychopathy, part being convinced that the globohomo agenda is true, and part desire for world domination as cope for getting bullied as a nerd. Gates fits the classic mad scientist villain archetype which hints at his motivations being influenced a lot by insecurities appearing in his formative years.
One thing that makes him not the Antichrist is that he's barely charming, and only slightly less socially awkward than Zuckerberg. Still, he pretty much wants to enslave your body and soul alike as what the other technocrats are doing.
Yeah, he's been doing that for a couple of years now. He knows the plan, and the next moves on the chessboard of what's about to happen. Therefore he rejoices, as he's seeing the scenes flashing by. This is something common with serial killers too for example. They relive the murders. Bill already envisions what's coming. It's the same dynamic. I've never seen a psychopath as obvious as Bill Gates though: typically they're kinda overt, trying to hide something here and there. But Bill is just overly open about it, laughing while he's speaking, smiling, with ice cold eyes at the same times. This may also partly be a lack of social aptitude, but most likely he's just enjoying it while live on air, like serial killers writing the local newspaper detailing their murders.
He does this because he can.
He could literally be sacrificing babies in public and there would be no consequences for him whatsoever. He is so above the law that he doesn't have any reason to show constraint. He's like Beria in the Soviet Union, who literally dragged young girls off crowded streets in broad daylight to rape them. And if anyone complained they would be sent to the Gulag or just executed.
If he lives long enough, he would be a candidate alongside Hariri for the false prophet. In many ways both of these persons have repugnant, weird, and ironic features.
