Years ago, we had a news story in the American northeast where a police officer stabbed himself. He claimed he had been attacked by two black males, but it quickly became apparent that his life was falling apart and that he was trying to collect his retirement benefits.
He was acquitted in local court, but convicted of numerous counts of postal fraud at the federal level for sending the paperwork through the mail. He got a few years in federal prison and was slapped for $90,000 in restitution, the value of the benefits he received.
In the United States, criminal restitution can't be cleared in bankruptcy. It seems to me that if prosecutors started could make proven false accusers repay the costs of the investigations they demanded, quite a bit of this would dry up.
