It can be said for all the countries in the European Union, especially the western ones. You just can't escape, even in rural areas. i tried to buy land and I went to the most rural and less densely populated areas of France. But even there you can't really disappear in the wild. There's no true wilderness anymore there. Plus the locals will see as a "foreigner" and will watch what you're doing. If you're young and plan on building your own house on agricultural land without permission, it will go eventually to the ears of the local authorities and the troubles will start. It's either you're already a local in a rural area or a "foreigner" but with assets and you're able to buy a farm or a house, which is out of reach for me financially. Unfortunately I've learned that it's almost impossible to escape in the western countries. And it's even more difficult when you're from the city and have no connection to a rural area. I wish my grand parents didn't move to the cities in search of jobs back in the 50's. The only place left I see where you can escape in the wilderness is Siberia, Patagonia, some parts of Australia, Canada and the US but you've got to deal with the visa, the language barrier and finding people that will welcome you and teach you the skills to survive in the wilderness. No easy feat. If anybody as done, I will gladly hear from you!
