I mean it wouldn't have to be a fake passport, he just needs to get surgically altered to look like someone in a real passport and pay that person to give their passport. Yes it is a lot of work and not easy, but if he really has that sort of money, wouldn't that be an option? I'm not a criminal or anything, but I am sort of curious what someone's options are in such a position.
You are 100% correct, and in fact in some corrupt countries he probably won't even have to get someone elses passport. He can pull some strings and get his own. A new legal name, hairstyle, facial hair, maybe a nose job and a couple of years in age and bam- you've got a whole new person just like that.
He can become a fake citizen of a bunch of Arab countries where real passports are easily accessible. If he pays in cash most of the time and keeps a low profile, then he can be off the radar for life.
Plus as we noted - he isn't on the same importance as a dark web trading platform owner where drugs and guns were traded. So the US will just issue an international arrest order that will flag him on all airports if he travels with his real name. The facial recognition isn't good enough right now and they are not going to manually go over all the potential footage. So he could easily become a Syrian (some are very European in looks) with a fake passport and he could even travel around modestly.
If we never hear from him again, then we know that this is what he did.
