I can tell you that I left a great job in an otherwise-great organization because of this problem.
It wasn't "women" in general. Working for a female manager who answered to a (male) founder was great. She was diligent, focused, and let me do my thing.
The problem came about when the organization deepened, and I was pushed down to a female project manager under the initial female manager.
That woman was exactly what you're describing, cocooning herself and developing a variety of tactics to avoid accountability. I left a paper trail even while she actively destroyed evidence and discussed it with the original manager, but she was too conflict-averse to confront her directly, and after several colleagues, as a group, talked to her directly about her behavior, she simply lied to our faces and denied doing what she'd done.
I had a better offer and gave notice within ten days. Was not worth fighting it.
