I dont know where the picture was taken but I remember particularly in the 90's there was a lot of protests against golf courses that were for men only, I am assuming this was one such protest.

Cant have us men having our own space now can they....

That was a protest in front of the Masters' Tournament in Augusta, Georgia before they admitted women members. Time frame is probably just after the time of they Olympics in Atlanta, probably 1997.
