How do we “Drain the Swamp”?

So this question that I raise for discuss goes bigger than just corrupt government officials and politicians that need cleaned out, but fundamentally this stretches across all organizations, whether small business, big business, government agencies, you name it. It’s a human civilization history issue. That issue is that a fast majority (not all) of the people who rise to power and influence are dark triad individuals, both women and men. How does a society, employers etc. ensure that their leadership possess strong ethical and moral goals and serves the mission at hand vs, undermining the mission for their own self gains and intestest? How do we remove people in power that are putting their own self interests in conflict with the goals they truely are hired to do? IMO it’s fine if a power hungry narcissist gains on a personal level while focusing on accomplishing the goals of whatever their hired mission is, but as we know, most of the time this isn’t the case. From my observations working in private sector, government and military, The #1 issue preventing success in any organization is when people put their self interests ahead of, and in conflict with, the mission they are hired to do. Fix that and you fix nearly everything else that may be broken in an organization Thoughts? Solutions? Are we doomed as humans to always serve dark triad/evil leadership because they have the most energy and highest social IQ to influence people to get their way?

Over time, yes, all things will decay to the point of manipulative people who seek power achieving it, because regular people are busy doing other things. And, frankly, when that happens I don't see any way out of it besides revolution and/or collapse (often one in the same). I think it's the cyclical nature of humanity.
