I'm not familiar with the story, but I've never seen cops in China dress like that. Also, its rare for police to have guns, especially a plainclothes officer like that.
Additionally, his handling of this weapon seems rather efficient. It's almost like he's already ready to draw and fire.
I would expect a Chinese police officer to be overwhelmed by a situation like than and take a little longer to unholster his weapon and fire.
That being said, China is a varied place and it could have occurred somewhere where police officers are very adept with the weapons and highly trained in their use.
This stuff reminds me of "stepping on Jordans in the hood" which always ends in a plaintive "it's just a prank, bro!" In this and related videos the guys really come close to getting the shit beat out of them and could easily hit their head on a curb or something fatal.

Nice cars and sometimes bodyguards can work like DHVs. I knew one guy who rented out a limo and a couple of guards and a private assistant to got to a club. He got truly great treatment there and instantly a bunch of girls flocked around him in the VIP section.
