Rape victims are considered unfit for marriage.any cases involving sons of high powered political people go unpunished, many go cold until the news reports them and people get fired over inaction. Maybe it's not "rape capital of the world" but it's known to be a very large issue there, more than just a quantity issue it's also a HUGE cultural stigma. Even in major cities women are afraid to go out solo at night and commonly won't do it.

It may be over publicized but that does not = not a big problem. Corruption, stigma against reporting and being known (much more so than in the west) make this a big deal.
