You will be left the hell alone out there, and can grow food and buy local from other growers - no kind of vax mandate will find its way out to these places.
The infrastucture in the country is pretty awful, meaning bad roads, electricity problems, just very undeveloped. This may seem like a negative, but on the flip side, you will not have anyone from the state getting up in your business at all.
So yes, mandates will likely come in the cities, people will en masse pay for forged docs, and the State likely wont really want to prosecutre too many people, because they dont want to scare the horses of a notoriously ready to kick off population, while still appearing to

Ukraine is in a literal conflict with Russia. Its territory has been attack and its people have been displaced. Do you really think they're going to be friendly to a foreign aggressor? Why wouldnt Ukrainian nationalists hate Russia? Theyve been invaded by them, their people are fighting them. They may've come from towns that have fallen to them. I dont know what you'd expect them to feel about that.

It is absolutely nothing like the Nanny-States of the West. There was one month of lockdown in the last 15. Even then gyms remained open, just put a closed sign up and had to phone reception to get let in. Restaurants & bars were operating on the QT on similar basis.
What happens here is that the government tapdances for NGO's / International Finance by putting policies in place, while not having either the resources or will to fully enforce them to the letter.

Have been here several times in recent years, so my choice was an informed one.
There is no perfect location in these times.
I enjoy more freedom here than I had or would soon have had in Canada.

My previous travels from Canada were always on KLM. Just recently they created an interactive map that shows you where you can go depending on your status.
I was surprised by the variety of my options.
And even if KLM goes as the Dutch government goes, there is always Turkish Airlines.

Cost of living in Ukraine is low compared to Canada. Most food in Ukraine is locally grown and can be bought in street markets. In worst case you can go direct to villages to buy direct.
