The syndicates who could operate their schemes efficiently on the <em>shoutengai </em>were hamstrung once enclosed in the modern <em>ekibiru. </em>Add in more cameras and smartphones, along with increasingly stringent legislation, and you see why they struggle. </p><p></p><p>Other pieces of the puzzle would be who owns the media there and what the education system is pushing. </p><p></p><p>Sadly, it does seem like they are slipping over the edge.
