The NeverTrump crowd may have had enough states to require a Rules Vote. They wanted a Roll Call Vote, wherein everyone raises their hand, one at a time, to ensure everyone is counted. Instead, the chair called for a Voice Vote, wherein everyone voting Aye yells at once, followed by evolve voting Nay yelling at once. Chair calls who yelled the loudest.
