Taking Blinken's war mongering record into account, I'd say he's just taunting the chinese...Sovereignty is different than independence.
I think it's just a word play.
Most countries only have their embassies in Beijing nowadays, and have closed "official" diplomatic relations with Taiwan decades ago.
However, most countries have "unofficial liaison" offices in Taiwan to continue diplomatic dialogue and help their citizens living or visiting there..
It's like the difference between "de jure" and "de facto".
Officially only 1 china in recognised by most countries ....but in reality most countries know there are 2.
It's a strange state of affairs that has been going on since the 1970s.
E Michael Jones joked whether Blinken showed up and began the conversation with the Chinese by saying: "Well, my relatives died in the holocaust, so therefore..."Blinken's visit received immediate and hostile backfire:
