Good observation. Note how this relates to their general compulsion to seek out (and where necessary proliferate) positions of petty authority through which they can coerce and punish others. At some level, they know their own proclivities -- then assume that everyone else is the same if not worse, and will act on those proclivities unless restrained by some external mechanism.

Which is tragic, because if they had the intellectual consistency to contemplate this vague insight and follow it to its rational conclusion (that no one should ever be trusted with significant coercive authority, and that coercion is nowhere near as effective in restraining the dark side of human nature as social mores and personal discipline), they might be proponents of small government and individualism instead of the handmaidens of Leviathan.
