It really appears that she is trying to get this dude fired without going to the police. With that realization, it makes it very plausible that she is scared to go to the police because she is scared of filing a false report, so her course of action is to try to game the HR system at Disney to get revenge on this dude.
It's really kind of a non-story. The more she complains without going to the police, the more people are going to dismiss her story.
If she is emotionally unprepared to go to the police and make an accusation of rape, she is also probably emotionally unprepared to have recreational sex with a relative stranger. She should realise this.

I've always wondered the same, but I've never seen this happen. It's hilarious that false rape accusers (generally) enjoy such fervent support from people who were actually raped. It's like honest, chaste women feverishly defending sluts (extremely common among traditional and religious girls) as their feminist drive takes over, or half of lower and middle class defending the super-rich who rob them.
