Laundering. It'll go out to foreign countries and get channeled into political supporters or donor pathways for favorable PACs.

I tried to think of anybody I know, by the slightest acquaintance, who has done this, and can't think of anyone.
I will say, it does happen, but the percentage that does it is low, and the ones who do deserve severe punishment in most cases.
Joe has always told you exactly what is going on. Between building the "largest and most sophisticated voter fraud apparatus" to his son's blackmail.
