I remember reading somewhere that submariners are the only Navy sailors allowed to wear beards on active duty, to save water used in
shaving in their cramped quarters. Is that still true?

I cant speak to that... but I wouldn't be surprised if something like that were in effect.
It's one thing to have lose grooming standard in the field due to physical constraints.... but in garrison its really shouldn't be a factor.
Then again, I was in the Marines and we are pretty demanding about the grooming standard...and standards in general. atleast till I got out that was.

Yes that changed within the past couple years. I think it's a bigger deal than people say it is. Extremely trashy, in my opinion. They allow degenerate occult tattoos, but not masculine beards without a religious or medical exemption which is hard or annoying to get if you're not black (since they often have more sensitive facial skin).
